Colleen holds a BSc 2:1 Hons Environmental Planning, a Postgraduate Diploma in Town and Country Planning and she is a Member of Royal Town Planning Institute MRTPI.
Colleen has developed the role of the Planning Department within the company by bringing most planning tasks in-house. Colleen acquired her first planning position with DoE Planning Service in April 2003 within the Belfast Metropolitan Area Plan Team (BMAP), specialising in the area of Housing, Education and Health. Promoted to Higher Professional and Technical Planning Officer she drafted the BMAP District Proposals Housing chapters and specifically the Housing and Population Technical Supplement, after conducting an Urban Capacity Study which covered 6 District Council areas.
Colleen has also held a position with a Belfast based architectural firm, Coogan and Company Architects. Working as a Chartered Town Planner, her work involved the appraisal management and navigation of a wide variety of planning applications for a number of clients through the planning and where necessary, the appeal process. Such projects involved mixed use, residential, retail and industrial schemes located in NI, ROI and GB.
Recent major permissions delivered include 8 Storey Office development and a Mixed Use expansion proposal, both located at the Quays Shopping Centre, Newry; a proposal for an 8 screen cinema at Fairgreen Shopping Centre, Carlow. In Central & Eastern Europe, Colleen has successfully managed the work of external consultants to deliver Planning and Building Permit for a Regional Shopping Centre, located in the City of Trnava.
In June 2006 Colleen accepted the role as the in house Town Planner with Lavelle & McAlinden, a residential development company based in Newry. Here she had the opportunity to deliver planning permission for schemes in NI and ROI. She successfully managed the work of a number of Architectural Technicians and secured permissions for large scale residential projects in counties Laois, Navan, Cavan and Louth, working closely with local planning authorities.
